Policy Statement

It is the policy of Conestoga to recognize and honour selected exceptional individuals who have achieved distinguished reputations at the provincial, national, or international level in education, public service, business, the professions or the arts, or who have made significant and important contributions to the College and/or the local community, through the bestowing of honorary credentials.

Scope

The following parameters are to be in place:

  • active employees (defined as being someone currently employed by the college in any capacity), members of the Board of Conestoga, and students shall not be eligible.
  • normally an active politician should not be recommended for an honourary degree/credential. However, there may be exceptional circumstances based on the individual's accomplishments, length of service, or contributions that are particularly relevant to Conestoga where this provision may be waived.
  • posthumous honourary degrees/credentials will be considered. If a candidate passes away after accepting an invitation, but prior to convocation, the honourary degree/credential will be awarded to an individual designated by the recipient's family or other legal representative.

Board of Governors
The Board of Governors (BoG) has responsibility for establishing the overall goals, objectives and strategic directions of Conestoga. The BoG ensures that the college operates efficiently and effectively and is developing in ways that are consistent with the stated goals, objectives and strategic direction.
Credentials
Awarded upon completion of a program of study as set out by the Ministry of Colleges and Universities as defined in the Credential Framework found in the binding policy directive for Programs of Instruction, April 1, 2004. Approved credentials are as follows:
  • Baccalaureate Degree
  • Ontario College Graduate Certificate
  • Ontario College Advanced Diploma
  • Ontario College Diploma
  • Ontario College Certificate
  • College Certificate

Employee
An individual employed by the College, whether employed full-time, part-time, or on a contract basis, and includes, but is not limited to, faculty, researchers, support staff and administrators.
Post-Secondary Education Quality Assurance Board (PEQAB)
The Postsecondary Education Quality Assessment Board is an Ontario agency that makes recommendations to the Minister of Colleges and Universities of Ontario on applications for ministerial consent under the terms of the Post-secondary Education Choice and Excellence Act, 2000.

Policy

For honourary degrees, the following PEQAB guidelines are to be followed:

  • The only honourary applied degree that may be granted by the college is an Honourary Bachelor of Applied Studies.
  • The college may not award more than one honourary applied degree per academic year, for each ministerial consent for an applied degree program in force at the time the honourary degree is awarded.
  • The college may not charge any fees or payment from the (proposed) recipient of an honourary applied degree award.
  • The recipient of the Honourary Bachelor of Applied Studies award must meet one or more of the following criteria:
    • has made a significant contribution to society;
    • has achieved noted accomplishments in a particular field of study or applied education; or
    • has enhanced or promoted the college's image and reputation in Ontario or elsewhere.
  • If the college offers a joint baccalaureate degree in an applied area of study with one or more other colleges, each college offering the joint program may award one honourary applied degree per academic year provided the consent for the joint program remains in effect.
  • The Minister may, from time to time, amend or add to the above conditions. The college shall comply with any such amendments or additions.

The college maintains the right to determine whether or not to award honourary degrees in any particular academic year.
