Policy Statement

The Board of Governors annually approves tuition fees and ancillary fees for all funded programs and courses offered. Tuition for funded programs and courses follow the Ministry of Colleges and Universities (MCU) tuition fee framework. All full and part-time students whose enrolment is eligible and reported for funding and who are enrolled at the same time in the same year of the same program level are assessed the same tuition and ancillary fees. 

Scope

This policy applies to all Conestoga programs and courses.

Definitions

Ancillary Fees
Fees charged to support services and activities distinct from academic programming or general overhead for the institution. Examples of ancillary fees include convocation fees, student activity fees, athletic fees, health care and insurance fees, field trip fees and fees associated with the cost of buildings such as student centres.
Cohort Program
An intake of a group of students enrolled in a specified program of study with a defined start and completion date.
Compulsory Ancillary Fees
Ancillary fees that a student is required to pay to enrol in or successfully complete any course or program of instruction. There are two types of compulsory ancillary fees
  • Program ancillary fees which are compulsory for students in applicable programs; and
  • Institutional ancillary fees which are compulsory for all students.
Full Cost Recovery Course or Program of Instruction
A course or program of instruction for which the college does not report enrolment for funding through the general-purpose operating grant.
Funded Activity
Activity for which the Ministry of Colleges and Universities (MCU) provides funding support.
High Demand Program of Instruction (Formerly 鈥渁dditional cost recovery鈥 or ACR)
A postsecondary program of instruction eligible for funding under the Core Operating Grant for which colleges have the discretion to charge fees above the maximum permitted for regular fee programs.
International Student
A foreign national who is authorized under the Immigration and Refugee Protection Act (Canada) to enrol as a student in an educational institution in Canada.
Late Fee
A non-refundable fee assessed to student accounts in default.
Optional Ancillary Fees
Fees for services that students may choose to access.
Out-of-province Student
A student who is a Canadian citizen within the meaning of Citizenship Act or a person registered as an Indian within the meaning of the Indian Act, a permanent resident within the meaning of the Immigration and Refugee Protection Act (Canada), or a protected person within the meaning of subsection 95(2) of that Act, but who does not meet the residency requirement set out in section 6 of Ontario Regulation 70/17: Ontario Student Grants and Ontario Student Loans.

Post-Secondary Program
A group of related courses that conforms to the levels of learning articulated in the Credentials Framework and leads to the awarding of a credential. There are two types of postsecondary programs of instruction:
  • Basic postsecondary program: Conforms to the levels of learning articulated in the Credentials Framework and leads to the awarding of one of the following credentials: Ontario College Certificate, Ontario College Diploma or Ontario College Advanced Diploma (see Minister鈥檚 Binding Policy Directive on Framework for Programs of Instruction). Basic programs also include joint college-university programs that lead to the awarding of a degree by a university partner.
  • Post-basic program: Conforms to the levels of learning articulated in the Credentials Framework and leads to the awarding of an Ontario College Graduate Certificate or a baccalaureate degree (see Minister鈥檚 Binding Policy Directive on Framework for Programs of Instruction.
Program/Program of Study
An academic program that leads to issuance of a post-secondary credential or certificate for a particular area of study. 
Student Status
Full-time Cohort Student: Admitted to and enrolled in a minimum of 70 percent of the hours, or 66 2/3 per cent of the courses in the current session/level of the program of study.
Part-time Cohort Student: Admitted to and enrolled in a program of study and does not meet the full-time cohort student status.
Part-time Non-Cohort Student: Enrolled in course(s) but not admitted/enrolled in a full-time program of study.

Tuition Deposit
An amount that is paid as part of the student鈥檚 total tuition fees for the academic year to secure a student鈥檚 enrolment at a college.
Tuition Fees
Fees charged to students representing their contribution towards the operating and capital costs of academic program delivery and general overhead for the institution.

Responsibilities

Board of Governors 

  • Approve tuition and ancillary fees (compulsory and optional) for all programs of instruction and courses delivered. 

Finance 

  • Prepares tuition and ancillary fees in accordance with Ministry Binding Policy Directives for presentation to and approval by Board of Governors 

Registrar's Office

  • Interprets MCU Binding Policy Directives and Operating Procedures 
  • Ensures policies and procedures are followed and processes are in place for the set up and preparation of the fee schedules for all courses and programs in consultation with Finance. 
  • Ensures policies, procedures and processes are in place and followed for invoicing, fee collection, and refunding of student fees.

Policy

  1. The Ministry of Colleges and Universities Tuition and Ancillary Fees Directives sets out parameters for establishing tuition fees and related requirements for students and programs that are eligible for provincial government funding.
  2. Out-of-province students may be subject to a student fee premium as governed by the Ministry of Colleges and Universities Fee Directives.
  3. International students who hold a study permit are subject to an international student fee premium as governed by the Ministry of Colleges and Universities Fee Directives.
  4. Conestoga may enter into Academic Agreements with the partner institutions where program fees are established outside the standard. 
  5. The Board of Governors approves tuition and ancillary fees for all funded programs of study and courses operated by the College.  If the program or course is funded, the tuition fee must be established annually within the framework provided.
    1. With the approval of the Board of Governors, High Demand fees may be introduced within the parameters outlined in the MCU Fees Directive.
  6. Upon notification of approved fees, the Office of the Registrar will publish approved tuition, compulsory and optional ancillary fees on the Conestoga web site and coordinate the student invoicing and fee payment/collection procedures.
